One-time bind; the referrer must have minted. After a successful bind, each buy including the first can route rewards from the mint-tax referral slice (pool cap `taxWei×300/450`, L1:L2 = 2:1, plus `effectiveReferralBase` caps). You can also carry a referrer through the trade terminal using an invite link.
